Hey Bob, it's been a while. I just go the Salem. Would you mind recommending some builds for Ops and CB?

For an Ops only build for Salem.

For anything against actual players, you want something like this for both DM and Salem.

Hydro is the preferred consumable for her, right? I've been playing her in Brawls and hydro has been useful. Would it still be the same for CB?

@yss_turtleship If I may, here's my PVE (Asymmetric, Co-op, and Operations) build for Salem.

I chose GFCS Mod 2 for Slot 6. The extra range allows Salem to start fires while the bots are still far away. Since bots use their DCP as soon as they catch fire, you can then farm more damage once their DCPs are on cool down, before they get to within firing range of your teammates.

Concealment System Mod 1 is on Slot 5. This is primarily for PVP modes, but I also like to keep it for PVE because that +5% dispersion to incoming shells can be a benefit given how accurate sometimes the bots are in high tier Operations and in Asymmetric Battles.

I use hydro always. It is particularly very useful in Cherry Blossoms, where the bot DDs like to use their Torpedo Reload Booster.

Commander Skills below. Essentially a lighthouse build for Operations, with Heavy HE (+10% HE damage) and Heavy AP (+5% AP damage). I initially wanted to replace the Heavy AP skill with Superintendent, but since some Operations have repair areas (such as those in Raptor, Hermes, Cherry, and Frontier), the reduced number of Repair Party consumables is no longer a concern.

I use this build for most of my cruisers in Ops, and it works well in Salem too.

I own both. For competitive, put it in for concealment and extra staying power, Salem has the monster heal but your armor is still the same. So, better to retain the ability to conceal quick.

The suggested builds in this thread looks good. If you happen to have Halsey, use him. I would go for longer range for CB. Operation - more shell output, less concealment, extra hit power. Essentially, hit hard, hit fast in operations. Everybody in Op will be trying to outdo you for better end of game results.

I started one of my Does sisters on this path. She's currently only has the first 5 skills but will keep working her.

For me any build would be for operations. You can go into co-op w/o a captain and dominate. Most of the builds I see here have Outnumbered. I'm not sure how effective this will be in operations since most of the time you're surrounded by team mates. 

Does anyone else have different results?

Considering the amount of ships spawned in Operations, I think it Outnumbered will be active more often than not. 

And yes, any build is sufficient, but I think OP wanted to know what an "optimal" build would look like, which I tried to fulfill.

I just did a Narai with my New Orleans with Outnumbered. I never saw it activate. There are a lot of ship spawns in operations but they come in waves. And you usually are escorting ships and I'm sure those ships count as allied ships. So unless your off on a side mission you'll never see it come on. On my Narai run 2 other ships decided to come with me to get the transports after I had called it. So maybe it would have activated then if they didn't. But I didn't need the Outnumbered buffs fighting transports. 4 points is a lot to spend on a skill that you might never use in a mission.
