Based on the dev blog announcement, you'll be able to get a t6 premium more or less completely for free, you just need to log into the game during the Anniversary event and click a few buttons to claim it.

You can get one of the t8 ships in that list for free, without spending any money or in-game resources. Rochester will be available for Festive Tokens (or a coupon for one of the other ships if you already own Rochester), which you get by clearing rewards from your ships. It "costs" time since you need to play ships to earn those tokens, but it doesn't require spending any money. 

It's only one t8 for free though, either Rochester or one of the others.

In that case if one has Rochester and wants another pick I d prob pick Vanguard
