Question: Al Shima supposed to have Legendary Upgrade like AL Yamato right ?

Not sure, but FWIW the other Yamato is from the Arpeggio set, not Azure Lane.

I think part of the problem is that the wiki pages do not list the recently released Azur Lane collaboration ships, including the A.L. Shimakaze.

Good point.
It's like comparing apples to oranges.

The Arpeggio of Blue Steel (ARP) Yamato only came with the "legendary upgrade" built-in when a player purchased the "bundle" offered at that time.
If purchased singly, the ARP Yamato did not come equipped with the "legendary upgrade".
For the curious, I bought the "bundle".

AL Shima shares the same UU as normal Shima (just like Kleber and CLR share the same UU). It’s not a separate module like Yamato/ARP Yamato.

I think you can buy it twice, if you have both versions in your port. But I don’t own both so I’m not sure.

theres no to my knowlege for AL ships having unique upgrades only the techtree ships ive never heard of any unique upgrades ever being on them 

there is no mention of any AL ships  here Upgrades - Global wiki. Wargaming.net   ( you will need to scroll down the page to get to the section )

AL Shima does have a UU, it’s the same one as normal Shima (like Kleb/Kleb CLR). That was probably just overlooked during general updates around the patch. I’ll get it fixed this afternoon.
