Komissar seems kinda bad

Fell for it.

+ Good firepower and ballistics

+ Rockets have big damage potential and the usual scouting potential

+ Decently ranged

- trash hull and low hp

- bad turret traverse

- good ballistic make island hugging difficult

So my take is that it's rather poor at open water gameplay with how big and clunky it is along with bad armor, yet it has very limited impact behind islands. And it cannot react to battlefield situations. 

Overall it feels like you're half doing pointless hindenburg things but weaker, half important carrier things but much weaker. 

One more ship where I wish it had armor instead of gimmik, because I would like 12 Soviet guns.

Almost every time I see one, it's incredibly powerful, making huge hits on ships, until it suddenly evaporates due to it's insanely big citadel.

Just evaporates.

People need to look at the armor model for this thing, it's got the biggest citadel possible.

Yeah I knew about the citadel, but assumed I could make it work with limiting enemy fire with rocks. What I failed to realize is that the rocks are a deathtrap since maneuvering this ship feels much like manually driving Richthofen.

It really works in divisions, where it becomes a bit game breaking.

Perhaps, but I don't bother to consider division play. Having - 2 incompetent teammates is already such a massive advantage.

Actually perhaps this is a ship for cv sniping division as it slams 20k into the side of a carrier quite easily. You could potentially end a carrier in a single concentrated attack.

The few games I seen a Kommisar in they have exploded quite fast with very little game impact. Seems like as soon as you even think about showing a poor angle towards something you explode.

Much the same as good angle then what with the huge trivially overmatchable nose and gigantic box citadel 😄

Have you tried taking it into Training Room? Perhaps it explodes spontaneously?

Komissar had a very high skill ceiling to play her effectively. She has kinda the same playstyle as a Venezia or Nevsky.

Its stats on the server say otherwise. It's showing currently as very strong. Played against one this morning that had a great battle. But, he hung back, played smart, & made good use of his planes.

Is there a difference between hanging back and playing smart and back lining?

Dont have it, would never buy it. Where did all the Russian bias go?

With the right island cover you can "hang back' from the center of the map... don't need to be in the back.

From that position you still have the same option to come out & contribute when an opportunity arises or camp there & be as useless as if you were in the corner hiding...

I was just clarifying the alternate definition for "hang back".
